Role Summary
Reporting to the Manager, Major Capital Construction Projects, the SPM acts as the City’s internal representative and key liaison between contractors, consultants, City divisions, and stakeholders. The role is responsible for project delivery including budget, schedule, procurement, contract management, reporting, and stakeholder coordination.


Position 1: Senior Project Manager - 4610 Finch Avenue East Redevelopment

Project Overview

The Corporate Real Estate Management (CREM) Project Management Office is overseeing the construction of a new 13-storey facility for Seniors Services and Long-Term Care (SSLTC) at 4610 Finch Avenue East in Scarborough. The Senior Project Manager (SPM) works closely with service providers, City vendors, and stakeholders to deliver this complex brownfield redevelopment project in accordance with approved scope, schedule, budget, quality, and risk objectives.


Position 2: Senior Project Manager - George Street Revitalization (GSR)

Project Overview

The Corporate Real Estate Management (CREM) Project Management Office is delivering the George Street Revitalization (GSR) Project, a major city-building initiative that will create an integrated campus featuring long-term care, supportive and affordable housing, emergency shelter services, and community space in downtown Toronto. The Senior Project Manager (SPM) works closely with service providers, City vendors, and stakeholders to oversee the planning, design, and construction of this complex, multi-phased project while ensuring project objectives related to scope, schedule, budget, quality, and risk are achieved.


Major Responsibilities
Develop and implement project plans, policies, and procedures
Manage multidisciplinary teams of consultants and contractors
Coordinate all project documentation and communications
Provide technical expertise and control scope, schedule, and budget
Represent the City at meetings, committees, and consultations
Supervise construction activities ensuring compliance with legislation and standards
Develop and manage project budgets and cost control processes
Resolve construction issues, delay claims, disputes, and litigation matters
Obtain approvals from regulatory and government agencies
Prepare procurement documents, evaluate tenders, and support contract awards
Prepare reports, briefing notes, business cases, and financial analyses
Monitor schedules, financial data, and capital variance reporting
Develop GANTT schedules and provide progress updates
Coordinate with internal divisions for capital planning and implementation
Manage warranties and project tracking systems
Key Qualifications & Experience
Degree in construction management, engineering, architecture, or equivalent experience
Extensive experience managing complete full life cycle large-scale construction projects (greenfield and brownfield)
Strong expertise in planning, budgeting, scheduling, and risk management
Experience managing multi-million-dollar public sector capital projects
Knowledge of applicable Ontario codes and legislation (OBC, OHSA, AODA, etc.)
Extensive ability to manage multiple stakeholders and complex consultant teams
Strong analytical, communication, and conflict-resolution skills
Ability to interpret construction drawings and specifications
Experience with cost estimating and lifecycle costing (asset)
