Job Description

Under the direction of the Recreation Services Superintendent, the Recreation Services Administrator, oversees, coordinates, and manages the daily operations of the community sports and recreation programs, activities, and services. This position is responsible for reviewing and planning for community recreation needs and requests; designs and develops services, programs, activities, and classes; assists in developing and defining division goals, objectives, and measurable outcomes; prepares program funding proposals; manages and mentors division staff. The Recreation Services Administrator may act in the capacity of the Recreation Services Superintendent in their absence; performs related work as required.

Plan, coordinate, and oversee recreational activities, aquatics, golf courses, adult and youth classes, and special events offered under Recreation Services.
Supervise, train, and evaluate assigned recreation personnel, including Recreation Services Supervisors, ensuring effective workforce management and adherence to established work standards and policies.
Drafts reports, memos, letters and other correspondence.
Prepares agenda reports and presentations for City Council, Boards, Commissions, and Committees.
Recruits, trains, and supervise division staff, including Recreation Services Supervisors, Recreation Services Coordinators, Recreation Leaders, Lifeguards, Swim Instructors, and administrative staff.
Identifies, addresses, and documents activity participation rates, daily program attendance numbers, patron responses, and identified issues; plans and prepares performance reports; recommends and implements solutions.
Researches, plans, develops, recommends, and administers operating budget(s) for recreational services and programs; assists in developing department budget.
Researches, develops, and administers revenue sources, including fundraising, grant proposals, donations, and corporate sponsorships; prepares special funding proposals and project initiatives.
Monitors and manages contracted services; prepares contracts and bid specifications for equipment and services; ensures contract provisions meet City standards; evaluates contractor's performance and recommends extending or terminating contracts; provides technical assistance and information to contract service providers.
Organizes, coordinates, and monitors divisional activities, programs, and services with other City departments and work units in collaboration with Division Superintendent; serves as a team member for interdepartmental committees.
Coordinates, organizes, and schedules program usage with staff in charge of facility rentals.
Recruits, mentors, and provides oversight of Division volunteers for coaches, program assistants, and instructors; serves as a liaison between the City and other civic and community groups; responds to public inquiries, requests, and concerns.
Assists with the development of annual Division and Program budgets; ensures that Division and Program expenses align with approved budgets.
Ensures grant requirements are in compliance.
Oversees the collection and maintenance of the program participant database including basic demographic information and attendance.
Act as the Recreation Services Superintendent in their absence, overseeing division operations and making key decisions to ensure continuity of services.
May work a varying schedule of hours including nights, weekends, and holidays.

KNOWLEDGE, SKILLS, AND ABILITIES


Knowledge of:
Principles and practices of Recreation Services programs and activities.
Principles of management and supervision.
Basic principles of finance.
Budget management, cost analysis, and procurement processes related to Recreation Services.
Contract administration, including vendor negotiations, service agreements, and quality control.
Public safety regulations, environmental policies, and best practices in Recreation Services operations.
Effective staff supervision, training, and performance evaluation techniques.
Customer service methods and public engagement strategies.
Marketing techniques.
Ability to:
Plan, organize, and oversee the daily operations of recreation services.
Supervise, guide and motivate recreation services personnel, including the Recreation Services Supervisors, providing clear expectations and performance feedback.
Develop and implement schedules, ensuring efficient use of resources.
Conduct site inspections, identify maintenance needs, and recommend corrective actions.
Manage budgets, control expenditures, and optimize resources to meet operational goals.
Prepare clear and comprehensive reports and presentations.
Communicate effectively, both orally and in writing, with staff, vendors, and the public.
Work collaboratively with the Recreation Services Superintendent, other City departments, and with members of the community.
Respond to public inquiries professionally and resolve concerns efficiently.
Critically evaluate programs, policies, and procedures.
Drive a motor vehicle.

MINIMUM QUALIFICATIONS: EDUCATION and EXPERIENCE
Education: Bachelor’s degree in Recreation, Public Administration, or Community Services, or a related field.
Experience: Three (3) years of experience in Recreation, Community or Human Services, including two (2) years in a supervisory capacity.
