This is a unique and rewarding opportunity for an accomplished professional to take a leadership role in provincial healthcare project and program management. As the Program Manager, OLMP Integration, you will provide expert guidance and oversight for the successful delivery of large-scale, complex, and cross-programmatic laboratory and IT-focused projects that are transforming Ontario’s healthcare landscape.
You will play a central role in coordinating integrated governance planning for critical laboratory programs—such as FIT and HPV testing—as well as in designing and implementing new province-wide testing initiatives. Your efforts will support the seamless delivery of these vital programs across diverse regions and service partners, requiring advanced change management and stakeholder engagement abilities.
You are a relationship builder with a reputation for trust and collaboration, able to unify teams and stakeholders toward common goals. Your experience spans healthcare system knowledge—particularly in laboratory medicine—along with proven skills in clinical, technical, digital, and service delivery implementation at both regional and provincial levels. Here is what you will be doing:
Program Leadership: Guide and manage complex governance planning activities for high-priority program and digital health initiatives, with a focus on laboratory medicine.
Project Execution: Lead the design, launch, and evolution of prioritized laboratory initiatives, including HPV and FIT testing and digital integration projects.
Strategic Problem Solving: Proactively identify challenges, build consensus among diverse stakeholder groups, and implement practical solutions and risk mitigation strategies.
Stakeholder Collaboration: Cultivate strong, collaborative relationships with internal and external leaders across Ontario Health (OH) teams, regional partners, and laboratory service providers.
Governance Facilitation: Lead executive governance forums (such as those for CCC and OCSP), driving continuous improvement and implementing project enhancements as required.
Program Monitoring and Evaluation: Oversee the planning, execution, and thorough evaluation of ongoing and new cancer screening initiatives, providing both quantitative and qualitative analytical support and recommendations for continuous advancement.
Change Management: Apply advanced change management strategies to ensure successful adoption and integration of new and existing laboratory and digital health programs across Ontario.
Here is what you will need to be successful:
Education and Experience
Master’s degree in public health, business/health administration, public policy, operations management, health informatics, data analytics or a related field
8 - 10 years of project and/or program management experience in the healthcare sector (e.g. health system strategy, health policy/program development and implementation, digital health), managing medium to large projects/programs with progressively increasing scale and scope of execution authority
Project Management Professional or related professional designation is an asset
Experience in leading groups or large meetings and on a team in an ambiguous environment
Proven ability to deliver on complex initiatives (e.g., implementation of a new program or initiative), working with multiple stakeholders, at a system-level
Laboratory-related experience is an asset
Knowledge and Skills
Strategic thinker with ability to connect multiple workstreams and stakeholders to accomplish goals and objectives of the program
Demonstrated skill and ability to manage coordinated, efficient and collaborative cross functional teams
Strong oral and written communication skills, including ability to clearly communicate complicated ideas to different audiences
Exceptionally skilled at stakeholder engagement and management, including consensus building, change management, knowledge translation and leading collaborative working sessions
Ability to translate broad concepts and system-level strategies into tangible action plans
Knowledge of the health sector/government processes and structures
Strong critical thinking, analytical and problem-solving skills
Ability to work independently and highlight key risks to senior leadership team members as required
Have practical experience in data preparation (data cleaning, quality control, and maintenance with attention to accuracy), data analysis, and statistical tool sets including but not limited to SQL (queries, views, stored procedures, functions), SAS, R, Python, with the ability to write queries to perform data analysis and understand data models
Highly proficient in MS Excel (data manipulation, advanced formulas, and pivot tables). Including ability to manipulate data with spreadsheets, databases, and other analytics software
Knowledge and adherence to privacy and confidentiality policies to protect data and information sources
Experience working with population and health data (e.g., ON-Marg, PCCF, Postal Code Crosswalk, OLIS) is an asset
