Reviews, audits and makes payments for various contracts, purchase orders, Interagency contracts, delegations and estimates. Processes various miscellaneous invoices such as utilities, maintenance, auto repair, freight, direct transfer for California Highway Patrol (CHP) within the time frames required by the Prompt Payment Act.

Verifies that invoices comply with all applicable laws, rules, and regulations prior to payment. This includes auditing invoices and supporting documents to ensure compliance with the State Administrative Manual, Government Code, Department of General Services Government Claims Program rules and departmental policies. Uses Financial Information System for California (FI$Cal) on a daily basis to process invoices.

Utilizes FI$Cal reports to keep track of payment history to make sure not to exceed the contracted authority. Researches and makes adjustments and corrections as needed. Utilizes FI$Cal to create new suppliers and updates current supplier information as needed (i.e., address or name change).

Reviews prepare coding and process direct transfer invoices from other state agencies. Analyzes the specific expenses and ensure the invoices are coded and entered into FI$Cal accurately and timely.

Within the assigned workload, reviews daily FI$Cal errors and denied vouchers by the State Controller's Office (SCO) and work with the supervisor to determine the corrective action necessary. Works with the area offices and the suppliers to resolve any discrepancies in the invoices. Calculates the late payment penalties and disputes the invoices as needed. Handles abatements properly according to Departmental policies. Works with supervisor and Business Service Section for them to liquidate any remaining encumbered balance after the work has been completed and the final invoice has been paid.
Analyzes payments for federal grant funded projects ensuring that all grant requirements are met and payments are properly posted and recorded in order to receive the appropriate reimbursement. Assists other staff during the year-end process.

Coordinates with departmental personnel, suppliers and other agencies regarding interpretation of contracts and interagency agreements, payments of invoices, invoice approvals, late payment penalties, unauthorized charges, and voucher corrections.

Performs other duties, within the scope of the classification, as assigned.
