THE JOB: Senior Analyst, Physician Payments

The starting salary range falls within the minimum to mid-point of the salary range.

Starting Salary Range: $90,640- $113,300

Reporting to the Manager, Physician Payments, the Senior Analyst will provide analytical and operational leadership to support the delivery of FPSC payment programs, the Longitudinal Family Physician (LFP) Payment Model, and other projects as needed.

The Senior Analyst will apply communication skills to prepare written and verbal communication to inform policy development and decision making. The Senior Analyst will apply project management and coordination skills to ensure project deliverables are advancing in a timely manner. The Senior Analyst will apply analytical skills to prepare economic and financial analyses, including forecasting and budgeting. The role involves synthesizing and evaluating quantitative and qualitative data from multiple sources. The Senior Analyst will develop and sustain collaborative relationships with colleagues within and across teams, leadership, and external partners such as Ministry of Health, divisions of family practice and health authorities. The Senior Analyst will exercise professional acumen and tact when communicating with physicians on complex and sensitive matters.

Examples of day-to-day activities of the Senior Analyst may include (but not limited to) preparing and presenting economic or financial analyses to improve decision-making, working with internal/external partners to implement business and administrative processes, and interpreting program policies to directly support physicians inquiring about payment programs.

To be successful, the Senior Analyst will need to demonstrate attention to detail and be able to translate technical material to various audiences, synthesize and evaluate information from multiple sources, communicate verbally and in writing, coordinate/deliver on project deliverables, and cultivate collaborative relationships with internal and external colleagues and stakeholders.

Reviews and cross reviews reports. Identifies trends as well as isolated events. Translates analytical reports into management presentations, and provides guidance to resolve issues.
Anticipates the possible outcome of potential solutions. Identifies areas of significant concern or opportunity. Probes and initiates research to identify critical problems.
Communication for Results (A):

Converses with, writes reports for, and creates/delivers presentations to all levels of colleagues and peer groups in ways that support problem solving and planning. Seeks a consensus with business partners.
Debates opinions, tests understanding, and clarifies judgments. Brings conflict into the open empathetically.
Explains the context of multiple interrelated situations, asks searching, probing questions, and solicits expert advice prior to taking action and making recommendations.
Problem Solving (A):

Diagnoses problems using formal problem-solving tools and techniques from multiple angles and probes underlying issues to generate multiple potential solutions. Proactively anticipates and prevents problems.
Devises, facilitates buy-in, makes recommendations, and guides implementation of corrective and/or preventive actions for complex issues that cross organizational boundaries and are unclear in nature.
Identifies potential consequences and risk levels. Seeks support and buy-in for problem definition, methods of resolution, and accountability.
Thoroughness (A):

Identifies potential areas of conflicting priorities and vulnerability in achieving standards. Reviews department’s progress against established goals, objectives, service level targets, and project milestones.
Supports others in achieving deliverables by efficiently allocating resources and providing common organizing systems, techniques, and disciplines. Maintains a proactive work review and approval process prior to assignment completion.
Solicits internal and external customer evaluation of performance and devises measures for improvement.
Building Relationships (A):

Provides informal functional leadership of peers and lower levels as a technical expert; may lead small project working teams; may oversee the work of outsourced, independent contractors
Shares ideas, issues, and opportunities with members of personal network. Seeks referrals from others with relevant expertise and influence.
Attends and maintains relationships with relevant formal and informal professional groups and organizations.

WHAT YOU BRING

Master’s Degree in a related field and 3+ years of recent related experience in economic and/or financial analysis or an equivalent combination of education, training and experience.
Excellent writing skills and proven ability to develop clear concise and comprehensive reports, briefing notes, and presentations for diverse audiences.
Demonstrated analytical and problem-solving skills including the ability to comprehend complex issues and related data/information and present information in concise and meaningful ways.
Demonstrated organization skills to generate work plans to meet project deadlines.
Superior interpersonal, oral communication and relationship management skills.
Ability to identify, plan and execute independent work in a collaborative environment. Ability to contribute both as a team member and a team lead.
Ability to handle multiple concurrent projects.
Knowledge of quality improvement, change management, and evaluation methodologies.
Strategic and tactical problem solving approaches, and ability to convert strategic objectives into tangible action plans and results.
Excellent judgment in setting priorities, proactively identifying issues and determining action required when working under pressure and deadlines.
Expertise in analytical project design, data collection and analysis.
Ability to perform data manipulation, analysis and information presentation using database and spreadsheet software is an asset.
Knowledge of descriptive statistics, statistical inference and modeling using statistical software such as R, and /or SAS is an asset.
Knowledge of Canadian health systems.
Proven ability to work with diverse groups of individuals who have varying interests.
Must be willing to travel occasionally as required and work outside regular business hours on occasion.
