Job Title: ME; Bio-Statistics Specialist – Health System Reform Program Location: West Bengal, India (with possible fieldwork and remote components) Engagement: Consultant (Independent Verification Agent role under Technical Assistance Component) Duration: As per project requirements - 18 work months with possibility of extension (5-year program scope) About the Assignment EHI International invites applications from qualified ME-; Bio-Statistics Specialists to join as consultants for an upcoming Health System Reform Program initiative to improve health service utilisation, quality of care, and reduce inequities in maternal and adolescent health in West Bengal. The ME; consultant will play a critical role in independently verifying Disbursement Linked Indicators (DLIs) through analytical studies, large-scale surveys, and rigorous assessment and evaluation of public health programs at the state level. Key Responsibilities Develop logical frameworks, indicators, and methodologies to track program performance and effectiveness. Determine appropriate study designs, sampling techniques, and statistical methods for surveys. Assist the team in designing the template for information from stakeholders and further evaluate the program outcomes. Ensure data integrity through proper data handling, validation, and error-checking procedures. Use advanced analytics to analyse survey data, identifying trends and correlations. Required Qualifications and Experience Minimum 15 years of professional experience in public health, with demonstrated experience in at least 15 projects Work experience in monitoring evaluation of development programs in areas of health systems strengthening, primary health etc. Proficiency in using statistical analysis software, such as SPSS, STATA, Excel Qualitative data analysis software (such as QSR). Knowledge of the health system and maternal and child health initiatives in West Bengal is highly desirable. Skills and Competencies Excellent analytical and methodological skills in public health research and evaluation. Strong project management and organisational skills. Effective communication and stakeholder engagement capabilities. Ability to work independently and as part of a multidisciplinary team. Familiarity with World Bank ME; projects and reporting standards is an advantage.
