About Victorian Catholic Education Authority (VCEA)
VCEA is the peak body for Catholic education in Victoria. The former Catholic Education Commission of Victoria (CECV)
was established in 1973 by the Archbishop of Melbourne and the Bishops of the Ballarat, Sale, and Sandhurst dioceses,
it was incorporated in 2006. Following a review of the CECV the renewed peak body VCEA was established in 2023 and
acts as the voice of Catholic education in state and national matters.

VCEA receives and distributes funding from state and federal governments for Catholic schools, provides strategic
leadership and planning, and ensures proper governance in Catholic education statewide. It is responsible for sector
leadership in education integrity and governance and has a Memorandum of Understanding to act as a Review Body for
Catholic schools with the Victorian Registration and Qualifications Authority (VRQA). As a Review Body, VCEA supports,
reviews, and monitors the compliance of Catholic schools with all registration, reporting and other requirements under
relevant laws.

About the role
The Finance and Funding portfolio is responsible for the distribution and stewardship of grant funding to Catholic schools
across Victoria in addition to managing VCEA's internal finances and providing strategic guidance to support effective
decision-making.

VCEA was approved as the Block Grant Authority (BGA) in January 2025. The BGA is responsible for assessing and
allocating Capital Funding from the Australian and Victorian governments to the schools in the Catholic Sector in Victoria.

Within the Finance and Funding portfolio sits the Services and Capital Funding team which manages and administers
various capital grant programs funded by the Australian and Victorian governments for the Catholic Sector across Victoria.
The Grants Administrator, Capital Programs, supports the Services and Capital Funding Team in the administration of
government funded capital grant programs for Catholic schools across Victoria. They play a key role in the distribution,
monitoring, and compliance of successful grant programs.

Key responsibilities of the role
• Support the Services and Capital Funding Team with the administration of finance and compliance activities related

to government funded capital grants for Catholic schools across Victoria.

Lead Claims and Milestone payment processes.
With support, establish, then monitor, and maintain the database on finance systems and web-based applications.
Liaise with project officers to ensure system information is uploaded in a timely manner.
Support with the distribution of payments and reporting of capital funding programs.
Monitor and track incoming documentation related to capital funding allocation.
Support the preparation of briefings, letters, presentations, and other material to support communication and
engagement.

Provide other general data / application administrative support to the Services and Capital Funding team as required.

Be a VCEA ambassador for “Service Counts”. This will be demonstrated by:
a. acting with professional integrity in a caring and respectful manner towards other VCEA ecosystem
stakeholders.

b. being dependable, diligent, loyal, and striving to get it right the first time, all while showing empathy.

c. Taking ownership and accepting accountability for assigned work.

d. being responsive to requests and following through with stakeholders until a solution is found.

e. demonstrating an active and positive approach with a commitment to continuous learning, embracing a
willingness to adopt new ways of working and take on additional responsibilities.

Key selection criteria
• Prior experience with grant administration.
Prior administrative experience with a high level of attention to detail.
Demonstrated experience in supporting the continuous improvement of data and administrative functions of a team.
Motivated and resourceful with the ability to initiate and develop logical payment systems to improve efficiency and
effectiveness.

Proven ability to contribute effectively to a team environment while also working independently to achieve
outcomes.
An ability to function in time-pressured situations. This may include providing services to a variety of other staff and
managing multiple tasks simultaneously.
Well-developed interpersonal skills including the ability to communicate effectively at all levels with internal and
external stakeholders.
Extensive knowledge and experience using Microsoft software packages, web-based products and internal network
systems and databases.

Skills, qualifications, and pre-requisites

Previous A minimum of two years’ experience in a related grants administration role, preferably in the
Experience/s education or public sector.
Qualifications Relevant tertiary qualifications in Business Administration/Secretarial, project management

or finance. Information Technology studies would be highly regarded.

excellence, promoting the common good, integrity, and equity.

Other requirements An understanding of and commitment to the safety, wellbeing, and protection of children,
requiring that you:

a. Must hold and maintain a current Victorian Working with Children Check or be
eligible to receive same upon joining the organization.

b. Must also undergo and receive a clear National Criminal History Check (NCHC)
upon employment and during your employment with VCEA. All employees are
required not to have been charged with, nor found guilty of any offence which
would be incompatible with employment with VCEA.

Willingness to take reasonable care for your health and safety in the workplace and for the
health and safety of others who may be affected by what you do or don’t do.
