About the Branch/Group
This exciting role is part of the Strategic Communications and Executive Services group and supports one or more of DTF’s ministerial offices.
The ESBL role reports to the Executive Services component of the group which provides Ministerial liaison and administrative support to the Ministerial Offices of the Treasurer, Minister for Finance and the Minister for WorkSafe and the TAC, as well as providing Cabinet, Cabinet Committee, Parliamentary and Legislative Services and administrative support to the Budget and Finance Committee (BFC) and any associated sub-committees.

About the Role
The ESBL role is critical to the management of the Budget and Finance Committee (BFC) and any BFC sub-committees, and the associated administrative and coordination tasks instrumental to the Victorian Government’s budget process. The role is a key liaison between the BFC Secretariat, DTF officials and contacts across the whole-of-Victorian-Government. The ESBL ensures efficient flow of communication and materials essential to the delivery of the Government’s priorities.
The role may also be required to engage directly with DTF’s Ministerial Offices and the Premier’s Office, as well as senior DTF executives.

Key Accountabilities
In this role, you will:
Facilitate the working relationship between the BFC Secretariat, Ministerial offices and the department by ensuring a smooth, timely and accurate flow of information and advice in all directions, particularly in relation to the development of meeting agendas.
Identify, co-ordinate and improve administrative and communication protocols and systems to support the BFC Secretariat.
Build relationships and liaise with DTF Senior Executives and lead briefing officers to identify the status, timing sensitivities and fiscal impacts of registered agenda items to make assessments on emerging risks and options to a high level of quality and within agreed timelines.
Provide advice and information to Senior Executives, BFC Secretariat and Department of Premier and Cabinet (DPC) counterparts to influence agenda development and management.
Support the Cabinet and Parliamentary Services team to deliver other associated administrative tasks such as development of BFC folders, lodgment of documents and drafting of minutes.

About You
We are seeking applicants who have demonstrated experience from the following criteria:
Demonstrated high-level skills in organizing the flow of communications in ways that maximise promptness, completeness, accuracy and ready understanding.
Excellent skills in networking and teamwork, in consultation, and in building and sustaining effective working relationships.
Demonstrated ability to focus on clients’ needs and manage conflicting demands and priorities appropriately and with a minimum of supervision.
High-level skills and ability in oral and written communication, including the ability to write and edit documents in a range of styles matched to client needs.
Proven ability to negotiate and influence to achieve strategic objectives and high-level capability in building productive relationships with key stakeholders.
Mandatory requirements
Demonstrated knowledge of DTF and the VPS operate.
Demonstrated skills in organising communication flows.
Demonstrated ability to manage conflicting demands and work to tight time frames.
