The Canada Energy Regulator (CER) works to keep energy moving safely across the country. We review energy development projects and share energy information, all while enforcing some of the strictest safety and environmental standards in the world. Duties
As an experienced professional on a multi-disciplinary team in the Energy Adjudication Business Unit (EABU), the Technical Specialist and Leader provide technical oversight and leadership for the review of proposed energy projects submitted under the Canada Energy Regulator Act (CERA), the Canada Oil and Gas Operations Act (COGOA) and the Onshore Pipeline Regulations (OPR) and assess the effects of those projects on people and the environment, including impacts on the Rights of Indigenous Peoples. The Technical Specialist and Leader ensure work is undertaken in accordance with relevant Acts, regulations, standards, guidance, and best practices, including the principles of natural justice and procedural fairness.

The Technical Specialist and Leader must have excellent communication skills, both written and oral, and be able to guide socio-economic analysts through complex and multi-faceted technical issues. The Technical Specialist and Leader also build and maintain relationships with other government departments, oversee the overall socio-economic program within EABU support the development of technical competencies and expertise, and have a shared responsibility for supporting the needs of a professional workforce for the organization. The Technical Specialist and Leader would also be expected to interact with industry, Indigenous Peoples and the public on issues related to the energy industry.

The Technical Specialist and Leader would provide advice and support in the development and execution of environmental compliance activities including condition compliance and compliance meetings.

Technical Specialists and Leaders in the Energy Adjudication Business Unit provide technical leadership to other staff regarding technical issues facing the CER, through:

identifying potential issues or challenges;
working collaboratively with CER’s regulatory counterparts, providing options and recommendations for consideration by the CER; and
active sharing of expert knowledge within and between Teams and Business Units, including coaching, mentoring, and network activities.

Technical Specialists and Leaders are required to work on several concurrent, complex projects at any given time, and to regularly present findings to Commissioners, Senior Management, and CER staff. The Technical Specialist and Leader will be expected to guide multi-disciplinary teams for the analysis of applications or to undertake the role of project manager for major public hearings or corporate projects.

1. The CER has a classification system that differs from the greater public service. This NEB11 12 position is similar to an EC-07 EC-08 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service.

2. Salary: Effective 1 November 2024: $125,628 - $152,847 (NEB 11), $137,564 - $167,371 (NEB 12)

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:

annual performance pay which includes elements of individual performance and corporate performance
annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in a single annual payment.
