Job Description
We are seeking a dynamic, result-oriented leader to spearhead the implementation of the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) 2.0 project. This dual-role position requires a strategic thinker who can manage high-level state stakeholder relationships while ensuring the granular, day-to-day excellence of our flagship training center.
As the State Head cum Center Manager, you will be the bridge between policy and practice, driving youth mobilization, high-quality vocational training, and sustainable placement outcomes.
Key Responsibilities1. Strategic State Leadership
Liaison & Compliance: Act as the primary point of contact for State Rural Livelihood Missions (SRLM), Ministry of Rural Development (MoRD), and Technical Support Agencies (TSA).
Project Governance: Ensure strict adherence to DDU-GKY 2.0 Standard Operating Procedures (SOPs) and oversee the timely submission of physical and financial progress reports via the designated portals.
Stakeholder Management: Build and maintain strategic partnerships with local industries, government bodies, and community leaders to enhance the project's ecosystem.
2. Center Operations & Management
Administration: Oversee the daily functioning of the training center, including infrastructure maintenance, IT labs, and residential facilities (if applicable).
Academic Quality: Monitor trainers to ensure the delivery of NSQF-aligned curriculum, soft skills training, and OJT (On-the-Job Training) modules.
Candidate Lifecycle: Manage the entire student journey—from rigorous mobilization and counseling to enrollment, assessment, and certification.
3. Placement & Post-Placement Support
Employer Engagement: Identify and onboard corporate partners for captive placement and external hiring mandates.
Tracking: Oversee the post-placement tracking mechanism to ensure candidates complete the mandatory retention period and receive post-placement support (PPS).
4. Financial & Quality Control
Budgeting: Manage the state/center budget, ensuring cost-efficiency and timely processing of installment claims.
Audit Readiness: Maintain impeccable documentation for periodic inspections, financial audits, and Quality Team (QT) visits.
Required Qualifications & Skills
Education: Post-Graduate degree in Social Work (MSW), MBA, Rural Development, or a related field.
Experience: * Minimum 3-5 years of experience in skill development or rural upliftment projects.
At least 3 years in a leadership/managerial role specifically within DDU-GKY or similar government-funded schemes (PMKVY, NULM).
Technical Proficiency: Strong command over DDU-GKY SOPs, ERP systems, and MS Office (Excel/PowerPoint).
Soft Skills: Exceptional negotiation skills, public speaking ability, and a "boots-on-the-ground" approach to problem-solving.
Mobilization100% achievement of assigned enrollment targets.
QualityZero non-compliance (NC) during internal and external audits.
PlacementMinimum 70% placement of certified candidates in mandated wage brackets.
Documentation100% real-time data entry on the Kaushal Bharat portal.
Pay: ₹20,000.00 - ₹30,000.00 per month
