We now have a vacancy for a Principal Network Management Engineer who reports to the Head of Network Management and is responsible for managing activities on the network; and for ensuring business continuity across the whole of the Highways, Parking and Transportation sectors. This involves making decisions at a high level in support of the Head of Network Management. This role on occasion deputises for the Head of Network Management and can manage a team of up to twelve staff. This is a demanding management role requiring a broad range of skills in the fields of Network Management, Street Works, Road Safety, and Highway Engineering at management level. This includes a good working knowledge of the Road Traffic Regulation Act 1984, The Traffic Signs and General Directions 2016, The New Roads and Street Works Act 1991, Highways Act 1980 amongst many others. The post holder will need a good knowledge of Emergency Planning and Business Continuity.
Working with internal and external works promoters, partners and stakeholders, you will lead on the making and issue of Temporary Traffic Regulation Orders for works, give approvals on traffic management plans, (including portable signals), related to National Permit Scheme, advise on events, and participate in the planning process giving consents approvals for third party developers Demolition and Construction Logistics Plans, and or major construction projects, i.e. Meridian Steps, Hallsville Quarter, Custom House Redevelopment etc. This will involve problem solving activities, and multi promoter and partner discussions. On occasion there will be a need to assert the rights of the Council and from time to time you will be involved in the preparation of legal papers and attend court.
