Do you have in depth knowledge and experience in humanitarian Planning, Monitoring, Evaluation, Accountability Learning (PMEAL) with proven practical experience of PMEAL positions in an international humanitarian crisis context, including complex emergency responses?

Do you have experience knowledge of the international humanitarian sector and an understanding of humanitarian standards, principles and guidelines including Sphere, Red Cross and Red Crescent Code of Conduct, Core Humanitarian Standards?

Do you have fluency in written and spoken English and ability to work in basic level French as a minimum?

The Role:
The Global Humanitarian Team is looking for a PMEAL Adviser to dedicate:

40% of their time to provide technical support to country programmes and regional platforms.

30% of their time to oversee and manage MEAL and ICT4D surge capacity to humanitarian programmes.

20% of their time to contribute to the development of Oxfam’s PMEAL standards and their adoption by programmes.

10% of their time to contribute to learning and influencing the humanitarian sector as a whole.

An ideal candidate for the role will also be / have:

Advanced education in at least monitoring and evaluation. Extensive relevant experience may substitute for education but not vice versa.
Understanding and experience in quantitative and qualitative research methods and data analysis.
Knowledge of and experience in using ICTs to collect data.
Willingness to travel up to three months across a year and be deployed overseas in support of humanitarian programmes at short notice.
Proven people management interpersonal skills (role model in motivating, developing and supporting others), including performance and change management.
Proven ability to develop effective relationships at a distance and deliver high quality remote management, guidance and support.
Ability to represent Oxfam at a strategic level and in high profile environments, including strong self-awareness and excellent inter-personal communication, facilitation and partnership building skills.
Very good IT skills, strong knowledge of MS Excel.
Note: The written tests interview processes are planned to take place from mid June 2024 onwards.
