Job Description
The responsibilities of the STO Operations Support Manager also include, but are not limited to, the following:
Maintaining and tracking all budgets across the STO portfolio.
Maintaining and tracking all training for employees across the STO portfolio.
Maintaining and tracking all document control functions across the STO portfolio.
Ensures proper communication to employees and other organizations on the implementation of operational management policies, procedures and practices.
Responsible for all aspects of personnel management, including but not limited to: managing headcount, forecasting and budget(s) associated with group, directing assignments, employee hiring and on-boarding processes, providing continuous performance management and feedback to further develop staff including annual performance discussions, identification of growth opportunities and ensuring proper team recognition and appreciation.
Maintaining the Planned Major Maintenance (PMM) and monitoring emergent priority statuses.
Preparing and presenting concise reports on complex subjects for leadership, identifying risks, and providing recommendations.
Managing and maintaining the STO Operations communication platforms and Microsoft Teams database to ensure accurate tracking of customer requests and project statuses.
Define and recommend organizational objectives, develop specific short-term and long-range plans, and monitor progress to assure work objectives are attained, budgets are met, and schedules are on time.
Direct preparation of concise studies on complex subjects for management, identify problem areas, investigate alternative solutions, determine cost implications, and recommend solutions.

What You Need
Minimum Job Requirements:
Leadership & Communication: Demonstrated experience developing teams and individuals in a collaborative work environment. Demonstrated excellent customer service and communication skills. Demonstrated experience problem solving, develop solutions, and determine the appropriate course of action through critical thinking. Management experience.
Operational Acumen: Ability to manage complex projects with limited resources in an environment of conflicting priorities. Demonstrated expertise and hands-on knowledge with the use of standard business applications such as Microsoft Teams, Excel, Word, PowerPoint and Outlook.
Knowledge & Expertise: Demonstrated knowledge and expertise in financial practices, with the ability to maintain complex budgets and make budget reports. Knowledge and expertise in Document Control, and the ability to create and maintain procedures. Knowledge and expertise in training requirements, and the ability to maintain training current for the FOD.
Facility Operations: Knowledge and expertise in issues management along with the abnormal events process. Demonstrated ability to understand work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures. Demonstrated knowledge and understanding of the concepts and principles of Integrated Work Management, Integrated Safety Management (ISM) and Integrated Safeguards and Security Management (ISSM), or equivalent non-DOE programs, including experience reviewing, approving, and authorizing both facility and programmatic work as demonstrated through the DOP/IWD/work package reviews and approvals.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
Experience in maintaining and tracking large budgets.
Demonstrated Project Management experience or related experience with construction management.
Experience and understanding of DOE O 232.1 reporting to include running fact findings, reviewing root cause analysis, and participation in lessons learned reviews and meetings.
Experience in implementing Conduct of Operations, Maintenance, Engineering, and Training.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.
