Job Summary: In accordance with the Mission, Vision and Values, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. The Manager, Human Resources reports to an HR Director works within a complex unionized healthcare environment, and is accountable for the effective and efficient functioning of the designated HR Centre of Expertise team and provides leadership; expert advice and counsel designate HR Centre of Expertise.
The Manager is a key partner of the Director, and works closely with senior leadership, medical leaders, professional discipline leaders, program managers and directors across PHSA at the corporate and program level as well as external stakeholders, Ministry of Health and other HA leadership, to provide subject matter expertise, consultation, education and training, and support. Manages a high performing team of HR professionals to partner with HR staff and PHSA clients to achieve business outcomes. The Manager supervises staff and builds the strength of the team and coordinates the day-to-day processes and activities for areas of responsibility by guiding efficient use of resources and facilitating support as needed by team members; monitors budgets; develops, promotes and maintains relationships; participates in the development and implementation of related policies, procedures and programs; provides expertise, recommends and implements solutions to issues; ensures consistency and standardization of policy, practices and service delivery within PHSA.
Collaborates with HR professionals, Managers and Directors within the HR team to ensure an integrated and seamless service delivery model. The Manager may carry a portfolio of clients and works collaboratively with management staff. Responsible for the overall workflow within the Centre of Expertise to ensure compliance of collective agreement language, time sensitive issues, HR policies, and processes & guidelines.

Talent
Acquisition – Provides leadership, expert advice and counsel on full scope internal and external recruitment retention services for unionized and non-contract roles as well as career transitioning process and support. Monitors advertising and relocation budgets. Recommends and implements solutions to PHSA’s recruitment, onboarding and career transition issues. Works collaboratively as a business partner with hiring leaders, senior leadership, and the talent acquisition team regarding recruitment activities, developing marketing strategies and materials, identifying a candidate pool, prescreening candidates, development of interview questions, participating on interview panels, referencing candidates, advising on salary administration and candidate negotiation and placement for unionized and non- practice centralized internal recruitment service. 2.
Leadership Development
Provides leadership, expert advice and counsel on full-scope leadership development initiatives. Manages a team that includes facilitators, instructors, and course developers. Defines, develops and facilitates a comprehensive organization learning strategy and related plans to meet organization priorities; and creates standards related to assessment, curriculum design, implementation and evaluation. Develops and drives a leadership development approach that identifies and prepares leadership for current and future organizational needs to develop organizational capacity and excellence in the areas of leadership development and competency. Conducts needs analysis using a variety of inputs including leaders to identify skill and learning gaps and recommend solutions. Actively participates in workshop facilitation and development initiatives as needed.
