Lead Budget Analyst

This position is located with the Fiscal Office. The incumbent performs a specified portion or portions of the full range of budget analysis assignments. The chain of command will consider a highly qualified applicant for a virtual duty location. A virtual job offer is contingent on the selected candidate living within 50 miles of a VA Medical Center, VA Facility, or VA -leased space, and must receive approval to work. ['Duties include but are not limited to: Advises management and appropriate personnel on the technical aspects essential in the development of budget estimates; furnishes prior year data Prepares or directs preparation of comprehensive analyses and furnishes detailed data and explanations concerning reasons for discrepancies and unusual situations which effect. Reviews budget estimate input for compliance with policy, rules, regulations, and procedures prescribed and provided by higher headquarters. Establishes controls and monitors use and rate of commitments and obligations through review or documentation, accounting records and personal interface with action officers and management and budget officials internal and external to the organization. Determines method of budget presentation. Requests for Proposal or Grant Funding opportunities for new programs. Prepares local, Network and VA Central Office reports. Based upon analysis of the budget, develops cost ceilings and trend analyses to monitor performance, continually reviewing financial and budget reports for detection of adverse or favorable trends and to prevent regulatory violations, i.e. the Anti-Deficiency Act and Prompt Payment Act. Recommends corrective action. Communicates work assignments, projects, problem areas, significant issues, and deadlines for completion to team members. Performs related budgetary tasks. Serves as a team leader or coach in providing authoritative technical assistance, guidance and advice to a team of three budget analyst Work Schedule: Monday - Friday 7:30 am - 4:00pm Telework: This position may be authorized for telework.
