INFORMATION SYSTEMS ANALYST V (SR-24)

Designs and develops information technology systems and procedures involving analysis and evaluation of information systems requirements and operating methods for a major area of information technology, requiring the integration and coordination of several sub-sections; develops plans for the implementation of recommended systems and procedures; may supervise subordinates as assigned; may serve as technical expert in a highly specialized, complex field; and performs other related duties as required.

DESKTOP AND MOBILE ENGINEERING
Responsible for management of the County of Maui’s desktop and mobile device infrastructure along with the operating systems and software running on those devices. Such responsibilities include system monitoring, operating system deployment, software packaging and distribution (including configuration, testing, and installation), perform troubleshooting diagnostics, and deployment of system and security updates. This team may also assist with providing technical support to County of Maui employees.

SYSTEM SERVICES
Systems team manages virtual infrastructure, data centers, and identity & access management. Responsibilities include server administration, email & file, backup, and service resiliency.

NETWORK SERVICES
Network team manages the entire network infrastructure for Maui County including Lanai, Molokai and Hana. Responsibility includes designing, managing and administering network devices which includes switches, routers, firewall, DNS server, Wireless infrastructure.

PORTFOLIO AND PROJECT MANAGEMENT
Responsible for the management of IT Enterprise projects throughout the County of Maui. Portfolio Management includes the intake and assessment of IT project proposals, with a focus on business drivers, resources, budget, timeliness, and prioritization against organizational strategic initiatives. Project Management responsibilities include the establishment of Project Management and Organizational Change Management processes, frameworks and methodologies, as well as business relationship, vendor, and all other stakeholder management.

ENTERPRISE AND BUSINESS APPLICATIONS
Responsible for the implementation and management of Enterprise and Business Applications throughout the County of Maui in collaboration and coordination with departments and vendors and in alignment with County and IT strategic plans and initiatives. Such responsibilities include liaison and business relationship management between IT, the business, vendors, and other stakeholders, business consultation, as well as review of project proposals, management of requirements and business process analysis, system specification documentation, application and/or integration development, implementation and application configuration, report development, software upgrade management, testing, change control and organizational change management, and application maintenance and support.

Distinguishing Characteristics:

This class is distinguished by its responsibility to analyze, design, develop and implement overall information technology systems for a major functional area requiring the integration and coordination of several sub-sections and which, in addition, may involve the supervision over assigned subordinates. Work at this level requires the integration and coordination of a number of interrelated organizational entities or programs which include substantial and complex problems. Positions may be assigned as a technical expert within a major functional area, such as database administration, network services, or operating systems. Plans and carries out various fact finding tasks to secure pertinent information on the information systems needs and problems of departments.
Conducts studies related to work flow, work measurement, time distribution, organizational and functional relationships, forms design, etc.
