Halifax Regional Municipality is inviting applications for the permanent full-time position of Coordinator, Indigenous Community Outreach and Research in The Office of Diversity and Inclusion in the Chief Administrative Office.

October 2015, Halifax Regional Council passed a Statement of Reconciliation to support the municipality’s work with Mi’kmaq and Urban Indigenous communities. The municipality is committed to the recommendations outlined in the report put forth by the Truth and Reconciliation Commission of Canada (TRC) and to working with the community to address issues that impact access to municipal services.

Reporting to the Advisor, Indigenous Services, the Coordinator, Indigenous Community Outreach and Research provides expertise to all HRM business units in the development, implementation and support of community engagement initiatives with the Urban Indigenous Community and the Mi’kmaw First Nation. The position will promote innovative community engagement programs by working with business units to identify opportunities for improved participation and outreach strategies in Urban Indigenous community and Mi’kmaw First Nation. The position is the lead in community outreach and collaboration efforts of the Indigenous Services section of the Office of Diversity Inclusion/ANSAIO. In addition to providing expertise in community outreach, the advisor will also lead ongoing analytical and research initiatives to support the development of Indigenous Strategy implementation of both the Indigenous Service strategies, Cornwallis Taskforce and Office of Diversity and Inclusion framework and strategies.

DUTIES AND RESPONSIBILITIES:
Maintain a current knowledge of the diversity and inclusion environment in Halifax with an emphasis on the Urban Indigenous Community.
Maintain a current knowledge of the Mi’kmaw First Nations in particular (Acadia, Millbrook Sipekne’katik First Nations) and associated organizations (e.g. KMKNO Mi’kmaq Rights Initiative, Mi’kmaw Native Friendship Centre, Nova Scotia Native Women’s Association, Assembly of First Nations NS, The Assembly of NS Mi’kmaw Chiefs, MK Mi’kmaq Education Authority, Mi’kmaq Employment Training Secretariat).
Support innovative community engagement programs and techniques in Urban Indigenous community and Mi’kmaw First Nations.
Supports the Indigenous Advisor to assist business units to identify opportunities for improved participation and outreach strategies in Urban Indigenous Community and Mi’kmaw First Nations.
Support the development and delivery of inclusive public consultation, participation and engagement processes in Urban Indigenous Community and Mi’kmaw First Nations.
Supports the Indigenous Advisor to assist HRM Business Units in addressing the recommendations that were approved in the Cornwallis Taskforce report.
Under the guidance of the Indigenous Advisor, support partnerships with community leaders, public/private agencies/non-profit organizations and other levels of government to support Indigenous services in HRM.
Provide support in the development and implementation of a municipal Indigenous Strategies.
Under the direction of the Indigenous Advisor, conduct jurisdictional scan on key issues and trends pertaining to Urban Indigenous Community, and Mi’kmaw First Nations, and diverse communities at large.
Provide assistance with the roll out of Indigenous Training modules for HRM municipal staff.
Promote and encourage employment opportunities to members of Indigenous lineage among the Mi’kmaw First Nations people within HRM and the community.
Contribute to the promotion, implementation and ongoing review of an organization-wide Diversity and Inclusion framework.
Assist in the production of a range of deliverables including reports, presentations and workshops.
Clearly understand the municipality’s role with respect to diversity and inclusion, distinguish between HRM responsibilities relative to its internal operations, processes and priorities and those of partners, other levels of government and the private sector
QUALIFICATIONS:
Education and Experience:
Undergraduate Degree (preferably in Mi’kmaq Studies, behavioral sciences, human resources management, social sciences, education, communication, human relations, education, or other relevant discipline) with a minimum of two (2) years of directly related experience working with Urban Indigenous Community, preferably the Mi’kmaw First Nation
Knowledge and understanding of Urban Indigenous Community social, educational and municipal issues, resources, and community with an emphasis on the Mi’kmaw First Nation
Understanding of the cultural diversity among Urban Indigenous Community and Mi’kmaw First Nation people in Canada and within the Halifax Regional Municipality
Knowledge of Indigenous protocols, language and culturally appropriate ways of working with local Urban Indigenous Community and Mi’kmaw First Nation
Strong organizational, written and verbal communications skills, research and problem-solving ability and teamwork
Facilitation training an asset
Experience in the field of equity, inclusion and diversity
Experienced and knowledgeable in the design and delivery of culturally relevant programming and community engagement strategies
Experience in developing constructive working relationships with people from diverse cultural backgrounds, including those associated with race, ethnicity, national origin, religion, socioeconomic status, age, gender, disability, sexual orientation, and/or other aspects of human diversity
Technical / Job Specific Knowledge and Abilities:
Ability to provide recommendations on issues related to diversity and inclusion development, in particular, issues impacting the Urban Indigenous Community and Mi’kmaw First Nation
Experience and skill in conducting research and developing quality research report
Excellent written and verbal communication skills
Ability to facilitate effective planning processes, actions results-based plans, maximize use of available resources, use innovation to access new resources, monitors results and adjusts accordingly
Exercise tact, diplomacy, respect and good judgment in building relations, alliances and actions strategies with others to implement the Diversity and Inclusion Framework and to carry out HRM priorities
Ability to work within a fast-paced environment with all levels of management/staff and multitask
Experience working in a diverse and decentralized organization, ideally in the public sector is considered an asset
Experience in dealing with significant organizational change
Security Clearance Requirements: Applicants may be required to complete an employment security screening check
