Position Title: Contract Compliance and Reporting Specialist

Department: Finance

Reports To: Chief Financial Officer

Location: Inuvik

Employment Type: Full-Time


PURPOSE

The Contract Compliance and Reporting Specialist is responsible for supporting the effective administration, tracking, reporting, and compliance of Gwich’in Tribal Council funding agreements, contribution agreements, professional service agreements, and related reporting obligations.

Reporting to the Chief Financial Officer, this position establishes and maintains the organization’s agreement tracking system, monitors reporting deadlines and deliverables, reviews agreement terms for compliance requirements, coordinates required financial and supporting documentation, and works with departments to ensure that expenditures, activities, reports, and records align with approved agreements and funder requirements. The role supports strong financial stewardship, audit readiness, records management, and organizational accountability by ensuring that agreement obligations are clearly identified, assigned, tracked, and completed.

RESPONSIBILITIES

Agreement and Compliance Management

Establish and maintain a centralized tracking system for contribution agreements, funding agreements, professional service agreements, reporting deadlines, deliverables, budgets, amendments, renewals, and close-out requirements.
Review agreements to identify financial terms, eligible expenses, reporting requirements, deliverables, payment schedules, holdbacks, audit requirements, insurance requirements, document retention obligations, and key compliance risks.
Support the administration of professional service agreements, including tracking approvals, terms, deliverables, invoices, contract periods, amendments, and required documentation.
Monitor agreement deadlines and proactively follow up with departments, contractors, funders, and internal staff to ensure reporting and compliance obligations are met.
Coordinate agreement amendments, extensions, budget reallocations, and change requests, as directed by the Chief Financial Officer or senior leadership.
Maintain complete and organized agreement files to support internal review, external reporting, audits, and funder inquiries.
Financial Reporting and Audit Support

Coordinate and support the preparation and submission of financial reports required under funding and contribution agreements.
Work with department managers and finance staff to ensure that expenditures are supported, coded appropriately, and aligned with approved budgets and funding terms.
Review supporting documentation for completeness, accuracy, and compliance with agreement requirements.
Support year-end reporting, audit preparation, funder reviews, and reconciliation of agreement-related revenues, expenses, deferred revenue, receivables, and reporting obligations.
Prepare regular reports for the Chief Financial Officer and senior leadership on funding utilization, upcoming deadlines, outstanding reports, compliance risks, and required follow-up.
Internal Coordination and Process Improvement

Develop and maintain procedures, templates, checklists, and internal controls related to agreement management, funding compliance, contract tracking, reporting, and records retention.
Work with and provide practical guidance to department managers on agreement requirements, reporting expectations, eligible expenses, documentation standards, and internal approval processes.
Identify compliance gaps, late reporting risks, missing documentation, or budget concerns and recommend corrective action.
Liaise with funding agencies, auditors, contractors, department managers, and internal stakeholders on agreement and financial compliance matters.
Support special projects, process improvements, and other related duties as required.
QUALIFICATIONS

Required

Diploma or degree in accounting, finance, business administration, public administration, contract administration, project administration, or a related field, or an equivalent combination of education and experience.
Three to five years of experience in financial administration, agreement administration, contribution agreement management, grant administration, contract administration, audit support, compliance tracking, or a related role.
Strong ability to read and interpret funding agreements, service agreements, financial STMT’s, budgets, reporting requirements, policies, and procedures.
Experience maintaining tracking systems, deadline calendars, reporting logs, contract files, or compliance records.
Strong Microsoft Excel skills and comfort working with financial, administrative, and document management systems.
Excellent attention to detail, organization, follow-through, and ability to manage multiple deadlines.
Strong written and verbal communication skills, including the ability to follow up tactfully and effectively with internal and external stakeholders.
Ability to handle confidential financial, legal, personnel, and organizational information with complete discretion.
Assets

Experience working with Indigenous governments, Indigenous organizations, public-sector funders, or non-profit organizations.
Knowledge of the Gwich’in Tribal Council mandate, programs, communities, and services.
Understanding of the Gwich’in Comprehensive Land Claim Agreement and the environment in which GTC operates.
Experience with Sage 50, INTACT, and ERP systems.
Experience supporting audits, funder reporting, procurement, professional service agreements, or contribution agreement close-out processes.
Progress toward professional accounting designation is an asset but is not required.
