Job Description
The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The New York City Police Department strives to foster a safe and fair city through the strategic deployment of resources, focusing on both crime prevention and addressing quality-of-life concerns while building lasting community relationships.

The Strategic Technology Division is responsible for developing and coordinating deployment of emerging technology applications, strategic IT infrastructure, and enterprise platforms. The Strategic Technology Division houses the Information Security Section for NYPD.

The selected candidate will perform the following duties, which include, but are not limited to:
Supervises the team responsible for the development and maintenance of applications using Power Platform Dataverse tables.
Implement the planning and designing of business process in Power Automate Flows to ensure accessibility and functionality.
Leads a team in the development, installation and enhancement of public portals using Power Apps Portal, ADX Portals.
Leads a team responsible for the implementation, configuration and integration of Plug-Ins, Business Process Flows, Business Rules and Form/View Customization in Microsoft Dynamics 365 online environment.
Directs, provides guidance and assists subordinates in testing, troubleshooting and developing applications using C#,.Net, JavaScript, MS SQL.
Assist in the planning and designing of tables, Stored Procedure, SQL Functions and other SQL objects on SQL server.
Supervise a team in designing, building and configuring applications to meet business process and application requirements, leveraging technical expertise and problem-solving skills.
Writing testables, scalable and efficient code and support testing activities to ensure applications conform to the requirements specifications.

Minimum Qualifications


Professional/Vendor Certification, Education and Experience Requirements: You must have current professional/vendor certifications.
In addition, you must have one of the following:
1. A masters degree in computer science or a related field from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) AND 12 months of satisfactory full-time (not classroom based) specialized experience in computer applications development planning, design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management as described in the following nine Major Task Groups in the IT Titles Task Inventory*: Applications Development; Web Development, Design, and Maintenance; Business/Systems Analysis; Project Management Support; Application Design; GIS Structures, Spatial Analysis, and Mapping Principles; Testing; Technical Writing; and Version Control; OR
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) AND 24 months of satisfactory full-time (not classroom based) specialized experience as described in “1” above; OR
3. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization AND 24 months of satisfactory full-time (not classroom based) specialized experience as described in “1” above plus 48 months of information technology experience as described in the IT Task Inventory *; OR
4. A satisfactory combination of education and experience which is equivalent to “3” above. Education may be substituted for the information technology experience on the basis of 30 semester credits from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) is equivalent to 12 months of experience, up to a maximum of 48 months. However, if you qualify under options “2,” “3” or “4,” you must have at least a four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and at least 24 months of satisfactory full-time (not classroom based) specialized information technology experience as described in “1” above.


Preferred Skills


- Ability to work on multiple projects concurrently and enthusiastic to learn new technologies. - 5+ years' experience with technical discovery, design, solution architecture and project estimation. - Ability to work in a software development team following agile methodologies as a lead application developer and report progress on a regular basis. - Experience with DevOps principles and familiarity with CI/CD pipelines. - Extensive technical background covering all aspects of system implementation and integration with an enterprise IT environment. - Experience in working for a large municipal government agency. - Excellent communication (oral and written), interpersonal, organizational and analytical skills. - Stay updated with the latest technologies and industry trends, continuously enhancing technical skills.
