The National Disability Insurance Agency (NDIA) implements the National Disability Insurance Scheme (NDIS), which is one of the biggest social reforms in the country since Medicare. As an Agency, we support more than 717,000 participants with a significant and permanent disability, and the families and carers of those living with disability. For many Australians, this will be the first time they receive the disability support they need. The NDIA is designed to enhance the quality of life and increase economic and social participation for people with disability and will mean a peace of mind for every Australian.

A new role awaits
The NDIA’s Budget Management Strategy Support Branch is seeking an APS6 Finance Officer to join its team. The Branch sits within the Chief Financial Officer (CFO) Division and is responsible for delivering the agency’s internal and external budgets and costings, developing and managing the agency’s budget strategy to seek central agency support for investment in the agency and the scheme, management reporting and the provision of finance business partnering services to the agency.
The Budget Strategy Team is responsible for shaping the agency’s budget strategy and associated documents. The team also coordinates and leads the agency’s liaison with the Department of Health, central and other Commonwealth agencies on budget-related matters.

This job is being offered as a Professional Stream role. Mandatory Qualifications apply for the Professional Stream:
For applications within the professional job stream the successful applicant must possess and maintain relevant academic qualifications with membership of Chartered Accountants Australia and New Zealand (CA), Certified Practising Accountants (CPA) or other equivalent professional finance bodies (or holding equivalent finance related post graduate qualifications).

Some of the role responsibilities will include:

Preparation of policy papers to support the agency’s internal and external budget strategy. This will include translation of technical budget material into material appropriate for sharing with senior executive, including members of the NDIA’s Strategic Leadership Team.
Using their understanding of Microsoft Excel, provide direction to and lead the development and maintenance of the agency’s costings template.
Development and maintenance of team governance and standard operation procedure documents and process maps.
Coordination of costings, and provision of assistance and advice to business areas in completion of costings.
Extensive liaison and communication across the agency and beyond, with potential for exposure to stakeholders at all levels

They will have demonstrated Government budget experience (either or both external or internal budget) and a good knowledge of the Australian Government budget processes.
They will be able to work independently and demonstrate high levels of strategic thinking for decision making, and strong written and verbal communication skills.
They will have excellent communication and interpersonal skills, as they will be working with senior leaders and other stakeholders. They will be able to tailor communication to target audiences
They will be able to engage in complex problem solving and issues management

You will need to hold CA/CPA qualifications and be able to provide these at the application stage.

While these roles are ideally performed from Deakin – ACT, Surry Hills – NSW, Richmond – VIC, Geelong – VIC, Robina – QLD and Brisbane - QLD, remote working arrangements may be considered. We intend to fill this role in an ongoing capacity, however non-ongoing roles up to 12 months with the possibility of extension up to 2 years may be offered.

Successful candidates will be required to undergo a pre-employment National Police History check, Worker Screening check and/or Working with Children Check (where required) and provide evidence of Australian Citizenship.
