Positions are paid on an hourly basis and are not eligible for the Employee Benefits Program. *Salary may increase based on duties.

Incumbents in this position perform technical duties that include studio and remote videotaping with digital and/or analog cameras, editing video footage, creating screen graphics, constructing studio sets, giving floor direction and other general video production work.

Essential Functions and Responsibilities:

Operates professional digital or analog video cameras used in the studio or field productions.
Technically directs live or live-to-tape productions in the studio or in the field with knowledge of director cues.
Operates an audio control board console.
Floor directs the flow of a production as dictated by the director to talent during production using appropriate hand cues and signals.
Edits video footage and audio using a PC or MAC based computer system with non-linear editing software.
Uses computer graphic software to create lower-third graphics and full-screen graphic pages during pre and post production.
Operates a motor vehicle to go to and from field productions.
Knowledge, Skills, and Abilities:

Data Utilization: Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships.
Human Interaction: Requires the ability to provide guidance, assistance and/or interpretation to others, such as coworkers, guests on shows, other city employees and the public, on how to apply policies, procedures and standards to specific situations.
Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as a video camera, video computer, editor, switcher, and production vehicles, and/or related materials used in performing essential functions.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information such as regulations, production forms, scripts and voice-overs, show formats, correspondence and general operating manuals.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division.
Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objective.
Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as heat, bright lights, and electrical currents.
Physical Requirements: Tasks require the ability to regularly perform moderately physically demanding work, typically involving some lifting, carrying, pushing, and pulling of moderately light objects and materials, up to twenty (20) pounds. Requires the ability to stoop, kneel, crouch, crawl, balance, bend, and climb in order to perform production related duties such as operating cameras, lighting sets, running cables, and moving equipment.
Sensory Requirements: Requires the ability to recognize and identify degrees of similarities or differences between characteristics of colors, shapes, sounds, and textures associated with job-related objects, materials and tasks such as setting color for cameras, editing video and audio, and camera operation.

Qualifications

An Associate’s degree in Communications, or a related field; plus one year of full-time paid video/TV production experience, such as operation of cameras and editing equipment, on-camera performance, script writing, narration, or other related production work. OR an equivalent combination of education, training and experience.

License: Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Please note type of license, number, class and expiration date on the Employment Application. Only qualified applicants who provide proof of a valid driver’s license will be considered for this position.

Veterans Preference Points

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
