About this Role:
The Department of Health Care Services (DHCS) is seeking a candidate to join the Legislative and Governmental Affairs Office (LGA) to fill a Supervisor II position. LGA facilitates, coordinates, and advocates for the development and enactment of legislation in the interest of public health. As a key player in carrying out the DHCS mission to preserve and improve the health status of all Californians. LGA assists in the development and refinement of the State's health care laws and performs its role through various functions. We are located in the downtown Sacramento area, at the east end of the Capitol.
The Supervisor II is responsible for the effective management, planning, direction, and oversight of staff who will conduct legislative and governmental affairs assignments related to any combination of program areas in Health Care Benefits and Eligibility, Health Care Delivery Systems, Health Care Financing, Behavioral Health, Quality and Population Management, and the Office of Medicare Innovation and Integration; and Policy & Program Support areas such as Enterprise Technology Services, Civil Rights, Enterprise Data & Information Management, Office of Legal Services, Audits & Investigations, Provider Enrollment, Third Party Liability & Recovery, and the Office of Compliance. Assists the Office of Legislative and Governmental Affairs (LGA) Deputy Director and Assistant Deputy Director with activities related to the annual policy legislative proposal process and agenda. Provides daily managerial direction for LGA staff. Ensures timely submission of bill analyses, legislatively mandated reports, constituent inquiry responses, and other technical assistance requested by members and staff of the State Legislature. Advises LGA staff regarding sensitivity and confidentiality levels of political and legislative issues, the Administration's position and policies, and all aspects of the legislative process, including how to properly communicate with the Directorate and other employees at all levels, members and staff of the State Legislature, and the Health and Human Services Agency (CalHHS), Department of Finance, the Governor's Office, stakeholders, advocacy groups, and providers.
This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving office.
This classification was previously known as the Staff Services Manager II classification and is now referred to as the Supervisor II classification, effective January 1, 2026.
