Community Placement Plan (CPP) / Quality Assurance Specialist

Position Summary
The CPP/Quality Assurance Specialist reports to the CPP/CRDP Manager. The QA Specialist
coordinates the implementation of the Westside Regional Center's (WRC) Community
Placement Plan (CPP) and ensures the quality and effectiveness of services for individuals
transitioning from developmental centers. This role involves vendor oversight, quality
assurance evaluations, coordination of state audits, and collaboration with internal and
external stakeholders to improve service delivery.

Essential Duties and Responsibilities

Core Functions – WRC Standards
• Respond to phone calls and emails by the close of the next business day.
Maintain communication through routine checks of voicemail and email.
Submit accurate weekly schedules and adhere to the work schedule.
Attend mandatory and departmental meetings.
Follow agency and departmental policies and demonstrate professionalism in
appearance, demeanor, and interpersonal interactions.

Quality Assurance Duties
• Understand and apply Title 17 regulations and Department of Developmental

Services (DDS) guidelines.
Assist the Community Services team and support community events.
Coordinate and participate in state audits and internal QA reviews.
Ensure high-quality work, proper documentation, and timely completion of tasks.
Submit monthly reports of accomplishments and project updates.
Participate in at least four community outreach events and two QA reviews
annually.

Community Placement Plan Responsibilities
• Conduct quarterly site visits and assess the quality of individual programming for

CPP-designated individuals.

Organize and lead QA evaluation teams, including stakeholders such as consumers,
families, and board members.
Maintain accurate documentation on vendor performance and follow-up.
Manage the RFP process, from planning and committee coordination to technical
support and documentation.
Collaborate with regional centers and advisory committees on vendor-related
issues.
Support program development and provide technical assistance to service
providers.
Deliver training on QA topics to staff, families, and service providers.
Work with the CPP team to develop services that meet the needs of transitioning
individuals.

Qualifications and Skills

Education:
o Master’s degree in human services with at least 2 years of relevant
experience; or
o BA/BS Degree with additional equivalent experience in place of advanced

degree.

Experience Knowledge:
o Knowledge of Title 17, mandated reporting, risk management, and licensing
guidelines.
o Proficiency in evaluation tools, service development, and community

resource utilization.
o Strong experience in providing training and working with individuals with

developmental disabilities and service providers.

Skills Abilities:
o Excellent verbal and written communication.
o Strong interpersonal and customer service skills.
o Ability to exercise independent judgment, manage multiple priorities, and
meet deadlines.
o Intermediate computer proficiency (Microsoft Word required); ability to

quickly learn new software.
o Reliable team player with individual accountability and ownership of

responsibilities.
