Job Duties
The Blue Ridge Health District (BRHD) is seeking to hire a WAGE Office Services Specialist for our Environmental Health Services. BRHD is one of 35 health districts within the Virginia Department of Health (VDH). We encompass the counties of Albemarle, Fluvanna, Greene, Louisa and Nelson along with the City of Charlottesville and serve over 250,000 people. This position will be housed at our Charlottesville/Albemarle Health Department.
The Office Services Specialist position supports the BRHD’s Environmental Health (EH) and Vital Records (VR) program by:
serving as a Deputy Registrar for Vital Statistics, as the primary point of contact for VR program info for internal and external customers, explaining regulations and requirements for reporting, changing or releasing information.
reviewing birth & death certificates for completeness, assigning control numbers, signing certificates; issuing certified copies of certificates to eligible applicants
issuing es burial transit, disinterment and reinternment permits, in accordance with applicable policies and regulations.
performing various administrative tasks as required and serving as EH OSS back up, which may entail performing administrative tasks that require interpretation and judgement in applying policies, procedures and permitting or certification requirements and utilizing appropriate EH guidelines, regulations and/or policies to answer citizen inquiries. Accepting sewage disposal & well construction permit applications and verifying compliance with regulations. Scheduling site visits, determining applicable fees, writing receipts and codes to applicable funds. Compiling historical data on previous well and sewage disposal system installations, researching records on applicants' property, as well as adjacent properties, tax map information and property records from local jurisdiction.
Wage employees are subject to the following conditions of employment:
Wage employees serve at the will and pleasure of the appointing authority.
Continuing employment is based on available funding and business need.
Wage employees are not covered by the provisions of the Virginia Personnel Act. Therefore, they are not eligible for benefits which are provided to salaried employees, such as leave credits, holiday pay, insurance, access to the grievance procedure, etc.
Wage employees are paid only for the hours they actually work.
Virginia state law currently requires that agencies not permit wage employees to work in excess of 29 hours per week on average over the course of a year. Wage employees may not work for VDH beyond 1,500 hours during the period of May 1 – April 30 of the following year (the Standard Measurement Period).
Once a wage employee works the maximum of 1,500 hours during the Standard Measurement Period, the employee may be rehired as a wage employee of VDH only after the next Standard Measurement Period has begun.
Wage employees are eligible to apply for all classified positions for which recruitment has been initiated, including those limited to State Employees Only.
If a wage employee becomes employed in a classified position, he/she will be eligible to purchase retirement credit for the time worked as a wage employee.

Minimum Qualifications
Knowledge of office and administrative principles and practices
Working knowledge of word processing and spreadsheet software applications
Ability to interpret and follow established procedures and guidelines
Ability to communicate effectively with internal and external customers, verbally and in writing
Considerable skill in the operation of standard office equipment
