Position: Municipal Law Enforcement Officer

Closing Date: July 18, 2026

Status: Part-Time

Pay Range: $34.48 to $41.90 per hour

Hours of work: 21 hours per week. Regular business hours run between Monday to Friday 8:30AM to 4:30PM. Flexibility for evening and weekend hours is required.

Location: Administration Complex and throughout the Township

General Purpose:

Through an education-first philosophy, work towards public support and compliance with By-laws established by the Corporation of the Township of Wilmot, while also performing all statutory and operational functions according to various legislation. This position requires the Officer to investigate complaints, work with residents, business owners and key stakeholders to ensure all overall compliance with by-laws, improving the safety of residents and property, and providing education to citizens.

Responsibilities:

Designated as a Provincial Offences Officer for the purposes of carrying out the duties of a Municipal By-law Enforcement Officer.
Exercises responsibilities under legislative authority of the Planning Act, the Municipal Act of Ontario and the Highway Traffic Act, and applicable by-laws of the Township.
Provides information and guidance to residents and business owners on protocols and guidelines, offering suggestions for improvement towards compliance.
Promotes compliance with municipal by-laws through public education, investigation of complaints, and notification of contravention.
Schedules and conducts routine compliance and enforcement checks.
Acts as Animal Control Officer; conducts kennel inspections on an annual or as needed basis, conducts dog tag enforcement annually.
Ensures compliance with the Township’s By-laws including Property Standards; Clean Yard; Zoning; Animal Control; Noise; Parking; Sign; Burn; Lawn Watering; Snow Removal; Fireworks; Restricted Animals; Discharge of Firearms; Snowmobile; Vendors; Hawkers and Peddlers; Sales from Highways, Weed Inspection.
Takes appropriate action based on investigative results, policies and procedures including issuing notices, orders, tickets and summons.
Maintains an accurate daily log (hard copies and or digital) recording complaints received, site visits, investigations of by-law infractions.
Assists legal counsel with preparation of court documents required for prosecution of violations; attends court for the Township to present evidence in court proceedings.
Prepares written communications and Orders for the public.
Provides suggestions for developing new initiatives and programs geared towards increasing compliance, including feedback on By-law amendments and/or policy and procedure changes.
Provides back-up support for the crossing guard position.
Designated as Livestock Valuer.
Other duties as assigned by the Supervisor of Municipal Law Enforcement.
Qualifications:

Knowledge and skills in Law Enforcement normally acquired through a 2-year post-secondary diploma or certificate in a related field (e.g. Law Enforcement or equivalent) plus a minimum of two years’ experience.
Municipal Law Enforcement Officer Certification, would be an asset.
Property Standards Officer Certification, would be an asset.
Communication and human relations skills in order to deal diplomatically with elected officials, government departments, all levels of management, stand and the public; and to present evidence in court proceedings.
Written communication skills to prepare Orders, prepare evidence for court proceedings, etc.
Valid “G” driver’s license and a good driving record.
A clean Vulnerable Sector Check is required upon hire.
Working Conditions:

Regular difficult customer issues with frequent exposure to angry, hostile people.
Regular competing interests/multiple demands.
Occasional urgent demands from Councilors.
Frequent deadlines/urgent requests.
Occasional Evenings, Weekends and Overnight shifts.
Occasional exposure to animal feces.
Dirt, dust, garbage and odors when conducting inspections.
Regular driving.
Inclement weather.
Handles personal and confidential information in accordance with legislated requirements.
Increased volume of work exists as a result of federal, provincial and municipal elections.
