About the Role
The role leads the design, implementation, and oversight of monitoring, evaluation and learning (MEL) frameworks, generating insights to inform executive decision-making, demonstrate return on investment, and support project scale and sustainability across all employer segments.

Duties
It’s an exciting time at icare where no two days are the same; as an Evaluations Specialist you will:
Design and implement fit-for-purpose MEL frameworks and evaluation strategies for major prevention initiatives
Lead or commission independent evaluations of multi-year innovation projects and pilots
Collaborate with data analysts, research partners, and internal stakeholders to define success metrics and outcomes
Develop and present ROI findings and evaluation insights for executive, government, and public reporting
Manage evaluation budgets and external evaluation provider contracts
Represent icare at external forums and maintain collaborative relationships with partners (e.g., universities, research institutions)
Provide technical evaluation guidance across segments and project phases
Contribute to the scoping and design of new initiatives by embedding evaluation plans and critical checkpoints.
Translate complex findings into practical insights that support project scale and implementation
Skills Experience
Proven experience leading MEL or evaluation of complex public programs or prevention initiatives
Expertise in evaluation methodologies (e.g., theory of change, impact evaluation, developmental evaluation)
Strong analytical, stakeholder engagement, and communication skills
Experience managing external vendors or evaluation providers
Ability to work independently and provide strategic insights to senior leaders.
