Overview Of The Judicial Office

The Judicial Office (JO) reports to, and is accountable, to the Lady Chief Justice (LCJ). It was established in 2006 to provide support to the LCJ and to the wider judiciary in upholding the rule of law and in delivering justice impartially, speedily and efficiently, following the Constitutional Reform Act 2005.

In addition, we support, and are accountable to, the Senior President of Tribunals, who holds those same responsibilities for the reserved Tribunals judiciary, including Scotland and Northern Ireland. The JO is an interesting and unique place to work. Everything we do is in support of upholding the independence and impartiality of the judiciary. We work closely with HM Courts Tribunals Service (HMCTS), the Ministry of Justice (MoJ) and others across Government as well as with the legal professions.

We are an Arms Length Body sponsored by the Ministry of Justice. This creates an interesting and complex environment in which to work where we agree our priorities with the senior judiciary and receive our funding to deliver them from the Ministry of Justice. Overview Of The Team

This is an exciting opportunity to work in a busy Judicial Private Office and would suit someone looking for a stretching role working with some of the most senior judiciary in the country.

The post is in the Private Office of the Senior President of Tribunals, currently Sir Keith Lindblom. Based within the Royal Courts of Justice (RCJ), the postholder will work closely with the Senior President to provide policy, strategy, governance, and administrative advice and assistance in support of his statutory leadership responsibilities and strategic priorities.

Hybrid Working Requirement

This position is eligible for hybrid working (current minimum requirement for time spent at base location is 60%, which is subject to business requirements).

The support provided by judicial Private Offices necessarily involves working before and after court in keeping with the judges diary commitments and sitting patterns. Some early mornings and late evenings can be expected though every effort will be made to accommodate flexibility where necessary.

Summary Of The Role

We are recruiting a permanent Deputy Private Secretary to join the Office of the Senior President of Tribunals. The Senior President is the independent head of the tribunals judiciary, with responsibility for around 5,000 judicial office holders across a range of jurisdictions including employment, immigration and asylum, social security, and information rights. He is supported by a Private Office of 8 staff, who together provide policy and legal advice, and general secretariat and administrative support to him, and to the most senior tribunals judges (including Chamber and Tribunal Presidents) across the United Kingdom.

The postholder will play a critical role in ensuring the Senior President receives high quality policy and legal advice. They will be expected to lead on policy projects, as well as supporting and deputising for the Private Secretary when necessary.

Responsibilities,Activities Duties

The postholder will need to build strong relationships across Judicial Office and the justice system more broadly, including HMCTS, MOJ, and with other Government Departments. They will need to be confident dealing with senior officials and able to gain the confidence and trust of the judiciary, whilst providing appropriate challenge.

They Will Be Expected To

Provide high quality written and oral advice/briefing, sometimes within short timeframes, to the Senior President and other senior judiciary or JO officials; Act as an ambassador for the Senior President and the Chamber/Tribunal Presidents with other senior judges and senior officials from MoJ, HMCTS, and OGDs, and senior stakeholder organisations. Communicating with appropriate authority, accuracy and sensitivity views/concerns/questions as required.

Assist the Senior President with the preparation of articles, speaking notes, report forewords, and other internal and external communications.

Centre of Excellence
• Understanding and communicating the best practice contained within the HMG Teal Book, to ensure the Agency meets required standards.
• Liaising with Infrastructure Project Authority (IPA), DSIT PMO, and DSIT Departmental Assurance Coordinator to ensure that UK Space Agencys standards and tools for delivery are appropriate.
• Where necessary, adapting IPA and DSIT tools, templates and processes for appropriate UK Space Agency use.
• Leading, and facilitating, learning-from-experience practices and the development of recommendations and action plans for continuous improvement of skills, templates, tools and processes as a result.
• Development, dissemination, and provision, of guidance to delivery practitioners.
• Assisting the Agencys Head of Project Delivery Profession with administrative support in carrying out their role.
• Coordinating internal and external networking and community-of-practice initiatives for the UK Space Agency delivery community, including identification and coordination of external speakers.
• Networking with external organisations such as APM to learn and share best practice.
• Facilitating coaching and peer to peer knowledge sharing.

The UK Space Agency (UKSA) is an executive agency of the Department for Science, Innovation Technology (DSIT) and provides technical advice on the governments space strategy, supporting the UK space sector to deliver the governments vision.

Job Description

Centre of Excellence
• Understanding and communicating the best practice contained within the HMG Teal Book, to ensure the Agency meets required standards.
• Liaising with Infrastructure Project Authority (IPA), DSIT PMO, and DSIT Departmental Assurance Coordinator to ensure that UK Space Agencys standards and tools for delivery are appropriate.
• Where necessary, adapting IPA and DSIT tools, templates and processes for appropriate UK Space Agency use.
• Leading, and facilitating, learning-from-experience practices and the development of recommendations and action plans for continuous improvement of skills, templates, tools and processes as a result.
• Development, dissemination, and provision, of guidance to delivery practitioners.
• Assisting the Agencys Head of Project Delivery Profession with administrative support in carrying out their role.
• Coordinating internal and external networking and community-of-practice initiatives for the UK Space Agency delivery community, including identification and coordination of external speakers.
• Networking with external organisations such as APM to learn and share best practice.
• Facilitating coaching and peer to peer knowledge sharing.
• Advising delivery professionals on carrier development opportunities, development planning, use of the PDCF and GOST tools.
• Planning continuous development of Verto and other information management (for P3M) capabilities within delivery teams.
• Planning and conducting delivery-specific induction of new joiners taking on delivery roles within the Agency.

Person specification

The Role Holder Will Be Required
• Ensuring that UK Space Agency, its leaders and delivery teams, have the appropriate tools, processes, and skills to carry out its delivery initiatives.
• Establishing and driving a culture of continuous improvement and learning-from-experience.
• Deputising for the Portfolio Delivery Manager.
• Duties and tasks commensurate with being an employee within UK Space Agency.

Essential Skills / Qualification
• Project or programme delivery experience.
• Good analytical and presentational skills.
• Confidence to work with multiple stakeholders across the organisation.
• Good communication skills, with experience of presenting technical information clearly.
• Good information visualisation skills
• Able to work with minimal supervision in engaging with stakeholders at all levels
• Tenacity, resilience and adaptability to changing priorities and processes.

Required Essential Qualifications
• Portfolio Office Experience.
• P3O Practitioner
• Managing Successful Programmes Foundation
• Management of Portfolios Foundation
• APM PMQ / Fundamentals or equivalent

UK Space Agency is currently going through IPAs Government Project Delivery Accreditation. The successful candidate will be expected to go through the accreditation process after joining UKSA, if theyre not currently already going through the process.

Project Delivery Capability Framework

This role is commensurate with the Portfolio Analyst, Assurance Manager, and Risk and Issues Manager roles at SEO grade in the Project Delivery Capability Framework.

This job role may be suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (your permanent duty station which is based on business assessment of where the work is best done) and working from home, or elsewhere, as a personal choice (if the role is suitable for this).  If you are successful, any opportunities for hybrid working will be discussed with you prior to you taking up your post.

The internal roles rules apply to existing Civil Servants, i.e., level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

This post is advertised as a Fixed term or Loan contract for a period of 24 months

Existing Civil Servants and applicants from accredited NDPBs are eligible to apply, but will only be considered on loan basis (Civil Servants) or secondment (accredited NDPBs). Prior agreement to be released on a loan basis must be obtained before commencing the application process. In the case of Civil Servants, the terms of the loan will be agreed between the home and host department and the Civil Servant. This includes grade on return.

You must seek approval from your substantive manager before applying for any non-permanent vacancy, this includes applying for a new post during an existing temporary posting. Please note that if applying for a temporary post within UK Space Agency or elsewhere on promotion, successful appointment will not automatically result in a permanent promotion - you will revert to your current substantive grade at the end of the Fixed Term or Loan period (unless funding has been approved to make the post permanent).
