Description Of Job

This Correctional Support Trades Supervisor I (CSTS I) is a General Maintenance Plumbing Supervisor for the Sterling Correctional Facility; a Colorado Department of Corrections (CDOC) prison facility in Sterling, CO. Primary responsibilities include but are not limited to: ensuring the safety and security of the general public, staff and inmates; training and overseeing inmate workers in general maintenance and plumbing skills and procedures and ensuring the safe, efficient and compliant completion of assigned building and grounds maintenance tasks. The General Maintenance Plumbing Supervisor promotes the CDOC Mission, Vision and Values with integrity and commitment.

Safety and Security - position maintains safety and security of facility and work sites; through clear and accurate communication, trains and guides staff and inmates in comprehensive keys, tool, equipment and chemical control and use; enforces security procedures by conducting work site searches, strip searches and inmate shakedowns; monitors workplace environment and inmate behavior, paying close attention to changes, inappropriate activity or potential problems; initiates verbal reprimands when necessary and if necessary, physically controls inmates through proper application of restraints or "use of force" techniques; monitors, supervises and escorts inmates according to facility policy, performs shakedowns of work sites and limits inmate access to designated areas; position performs inmate counts, transportation and movement control; responds to emergency situations such as fights, fires and escapes according to agency policy. Through conscientious observation, clear communications and adherence to agency Administrative Regulations, facility Implementation Adjustments and the Code of Penal Discipline, position promotes a safe and secure environment.

Supervision- provides supervision of assigned inmate workers; promotes a high level of performance by setting the work standard according to agency mission, vision and values. Trains and instructs staff and inmates in the appropriate use of all relevant tools, equipment and procedures to ensure efficient, safe and effective completion of assigned tasks; stresses safe construction practices and the proper use of Personal Protective Equipment (PPE) for self, staff and inmates; exemplifies a professional workforce that embodies honesty, integrity and ethical behavior. Participates in inmate hiring process in order to ensure appropriate placement on crews and training needs; tracks and calculates inmate hours and pay, creates schedule and assigns tasks and resolves informal grievances; inspects work and performs inmate evaluations; reduces inmate idleness and creates real life work opportunities to prepare inmates for community reentry.

Operations - position ensures the safe, efficient, compliant and cost effective operations of building and grounds construction, repair or maintenance specializing in plumbing.

Plumbing – position is responsible for assisting with all of the following: installs, repairs and modifies back flow prevention, water delivery and waste lines, air gaps, vent stacks, toilets, lavatories, thermostatic shower mixing valves, fire suppression sprinkler systems, storm and sewer lines, drains, grease traps, steam and condensate return lines, pumps, valves, regulators and flush valves.

Building Maintenance – position is responsible for the maintenance of facility buildings to include painting, remodeling and repairs; provides instruction and training to inmates in interior and exterior painting, installation, repair, building, modifying and remodeling of prison buildings that are constructed of various materials ( which may include steel, rock, brick, masonry, wood, plaster and pre-stressed concrete); performs and provides training in the design, installation and repair maintenance of all facility structures; trains inmate workers in the proper use, care and accountability of applicable tools, equipment, chemicals and machinery to ensure safe, effective and efficient completion of projects.

Grounds Maintenance – position is responsible for the maintenance of facility grounds to include design, installation and daily maintenance and repair of irrigation pumps, sprinkler heads and lines, pipelines, valves, supply ditches and gates; provides instruction and training to inmates in all aspects of grounds maintenance and the proper use, care and accountability of applicable tools, equipment, chemicals and machinery to ensure safe, effective and efficient completion of projects. Position is responsible for snow removal throughout complex.

The General Maintenance Plumbing Supervisor coordinates with other trades projects in order to facilitate the most economical use of resources and assists other physical plant staff with duties as assigned.

This Position Is Subject To The Following

Facility call back, working additional hours or shifts to maintain security and operations, working shift work and rotating weekends; working outside during inclement weather and in close proximity to industrial equipment.

Minimum Qualifications

Four (4) years of employment experience in building/equipment maintenance or a combination of building and grounds maintenance. Two (2) of the four years must include plumbing experience.

Building Maintenance - includes preventive, predictive and corrective maintenance; planning, estimating and performing a variety of "hands on" trades such as carpentry, plumbing and electrical on residential, commercial or agricultural structures.

Grounds Maintenance - includes preventive, predictive and corrective maintenance; planning, installation and maintenance of automated irrigation systems, comprehensive lawn care and a variety of other exterior work such as concrete work, asphalt patching, fence building and snow removal.

OR

Applicant may meet the four (4) year requirement with a combination of work experience as follows:

A minimum of two (2) years of plumbing employment experience may be combined with correctional experience.

Correctional Experience must be security related duties where primary responsibilities included detaining, controlling movement and escorting inmates in a prison facility; conducting counts and searches while monitoring inmate assignments and movement throughout the day.

Substitutions: Completion of formal education at an accredited, non-correspondence trade/vocational school, college or university that resulted in demonstrated competencies equivalent to those gained through the required experience may be substituted for some of the experience. If you are using education as a substitution, you must attach transcripts showing the degree and date awarded.

• Related State of Colorado Work Experience;
• An emphasis on plumbing employment experience is preferred.
• A ctive Journeyman or Master Plumber license issued by the Colorado Department of Regulatory Agencies (DORA).

• Successfully pass all modules of the Colorado Department of Corrections Basic Training, to include English reading comprehension , relevant competency assessments and written/practical exams in Defensive Tactics;
• Possess the physical ability to successfully complete Defensive Tactics;
• Lift arms above head and kick as high as own waist;
• Stabilize another person to accomplish a controlled take down;
• Use arms, palms of hands, shins, and feet to deliver blows;
• Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;
• Swing a baton in a striking technique;
• Rotate body +0 degrees with feet planted for striking with foot or using a defensive tactic;
• Get down on one or both knees and up again with multiple repetitions;
• Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment;
• Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;
• Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;
• Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;
• Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;
• Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner;
• Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders;
• Communicate by talking, listening and/or signaling people to convey or exchange information, assignments;
• Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings;
• Willing and able to travel;
• Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule;
• TB (tuberculosis) screening is required of all new employees upon hire;
• Employees may be required to submit to regular serial testing and reporting for COVID-1+.

Successful completion of a background investigation is required. Should applicant’s background reveal criminal charges, it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges.

The CDOC is committed to a work environment free from illegal drugs and alcohol. Employees (see exception below) may use marijuana in their personal time but are prohibited from working while under the influence of any substance, including marijuana. A drug test will be administered to all new employees; employees must successfully pass. Random drug screening will occur throughout employment.

Exception: Peace Officer Standards and Training (POST) certified employees are prohibited from the use of marijuana. Health care professionals must check their licensing requirements regarding marijuana use.
