Position Summary
The Bylaw Clerk is responsible for delivering front-line administrative, customer service, financial, and data entry support related to the administration of business, vehicle for hire, animal, and other permits and licences. As the first point of contact at the customer service counter, the Clerk ensures accurate processing of applications and payments, maintains records, and supports departmental operations and compliance with bylaws and procedures Key Duties Responsibilities
Provide customer service in person, by phone, and email; respond to inquiries and guide applicants through licensing processes.
Receive, sort, review, and enter licence applications and notices of violation (tickets).
Issue identification, decals, and permits, and prepare documentation for renewals and transfers.
Book inspections and appointments as required.
Process payments, balance cash, issue receipts, and prepare deposits.
Complete journal entries and assist with general ledger input.
Triage incoming service requests, complaints, and correspondence for follow-up or referral.
Maintain accurate filing systems and ensure compliance with records management standards.
Prepare and review materials for mailouts, including business licence certificates and renewals.
Input, validate, and retrieve data using enterprise and specialized software systems. Key Qualifications Completion of secondary school or equivalent. Minimum of nine (+) months of administrative, clerical, or data entry experience. Knowledge of office procedures, customer service, cash handling, and records management. Ability to interpret bylaws, policies, and procedures. Proficiency with office software and enterprise applications. Strong communication and interpersonal skills, including the ability to support customers from diverse backgrounds. Ability to prioritize tasks and work within defined deadlines in a high-volume environment. Working/Other Conditions Completion of Works in indoor office environment Works at unsecured customer service counter open to the public on the main floor Exposure to stressful experiences/interaction with applicants/clients who are upset, angry, and/or emotionally charged
Additional Requirements: Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy. Proof of education is required. Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
