The Chief People Officer (CPO) Division provides a range of enabling services to DVA’s business areas to support them in providing quality services to its veterans and their families.
The Integrity, Security Property Branch assists this goal through the provision of business integrity, investigation, compliance, security and property management support to DVA business functions.
The primary responsibilities of the Fraud Response Investigations section are to contribute to the prevention, detection and deterrence of internal and external fraudulent behaviour through targeted investigations and prosecution of criminal offences.
The APS6 Senior Investigator, under the supervision of the Assistant Director, will assist with investigations of complex fraud and non-compliance matters, to ensure the integrity of DVA’s programs, services and internal systems.
Duties
Work under the direction of the Assistant Director Investigations to investigate complex fraud and non-compliance matters, to ensure the integrity of DVA’s programs and services.
Assist with ensuring DVA is compliant with legislative frameworks and provide governance, policy and technical-expert advice for staff, including senior management.
Provide leadership and direction to DVA employees on best practice investigation procedures.
Provide complex technical support during investigations, including interpreting and evaluating information that assists other DVA employees.
Maintain an awareness of DVA's fraud risk environment, the contemporary criminal environment including new and emerging threats, and nationally significant criminal activity to identify priorities including targeting opportunities for law enforcement.
Provide accurate and specialised advice to stakeholders in regard to DVA’s investigation functions.
Support inter-disciplinary and inter-agency liaison to maintain productive networks and to promote information sharing, partnerships and common understanding.
Key Skills required as an APS6 Senior Investigator
Have proven experience in leading and conducting complex and sensitive criminal investigations and associated evidence gathering practice and procedures, including conducting formal Record of Interviews, Witness Interviews (and sworn statement preparation), Search Warrant applications and Brief of Evidence compilation.
Ensure the preparation of formal legal documents and broader written information and communication is of the highest quality.
Actively plan, prioritise, monitor and manage own work.
Hold or have the ability to quickly acquire a thorough understanding of the relevant DVA legislation and policies.
Monitor, analyse and report on fraud risks and threats in line with DVA requirements.
Convert admissible evidence into prosecution briefs of evidence as per the requirements of the Commonwealth Director of Public Prosecutions.
Eligibility
Under section 22(8) of the Public Service Act 1+++, employees must be Australian citizens to be employed in the Australian Public Service (APS).
All applicants external to DVA offered employment will be required to successfully undergo a pre-engagement screening check, even if they have a security clearance. The screening check is conducted in accordance with the Australian Government Protective Security Policy Framework requirements.
The successful candidate will be required obtain and maintain a Baseline Vetting (AGSVA) security clearance.

Applicants must be able to evidence a successful completion of or have the ability to obtain a Certificate IV Government Investigations.
