Major Responsibilities
Operates and/or performs maintenance and/or repairs and/or inspection and/or installation of water and wastewater systems and appurtenances within an excavation; including installation and repair of water mains, fire hydrants, valves, water and sewer services and catch basins.
May be designated as “supervisor” as defined by the O.H.S.A, acts as the City contact on site and is deemed to be the competent individual as defined by the O.H.S.A. as it relates to the job functions, when required to direct a crew.
Tests and calibrates all water and wastewater services appurtenances.
Responds and interacts with customers, contractors and other agencies related to operations, maintenance and/or repairs and/or installs and/or inspection of water and wastewater services and appurtenances.
May be required to assess and determine the level of appropriate action required to correct or deal with assigned activities related to water and wastewater. This may include categorizing water main breaks based on possible contamination factors as per the MOE legislation, obtaining, understanding and explaining locates as per TSSA regulations for digging around high pressure gas mains and hydro, how to properly expose and support gas and hydro utilities within an excavation,
Prepares job sites by erecting barricades, traffic control signs, preparing traffic control plans and installing shoring in excavations as required, including safe set up/take down of traffic control for excavations on main roads or intersections (high traffic areas) as per MTO regulations (Book 7).
Utilizes a variety of hand and power tools and various equipment/vehicles associated with water and wastewater operations. This includes specialized construction tools, parts and materials (Tapping machine, wheel cutters, snap cutters, pneumatic circular saw, Bolt and gland packs, tapping valves and sleeves, anchor tee, etc.).
Provides work direction and work related training to staff when required to direct a crew. This may require leading an excavation crew, being designated as a "spotter" on a job site to safely guide a backhoe as per MTO regulations.
Reads field and utility drawings.
Ensures that work is performed in a clean and safe manner in compliance with City policies and the O.H.S.A.
Maintains accurate daily records utilizing field sheets and/or electronic devices, including appropriate documentation in Work Management System.
Performs field water quality tests.
May be designated as the worker on site to perform various repairs to TW underground infrastructure as per MOE legislation.
Performs related work as required.


Key Qualifications:
Considerable experience working on water main repairs based on type of pipe material and type of repair required, work practices and disinfection regulations and procedures to avoid contamination; as well as exposing and supporting utilities within an excavation and the procedures to follow if damage to a utility line occurs, dewatering and charging water mains and proper backfilling techniques.
Must possess and maintain Ministry of Environment Water Distribution Class 1 Certificate of Competency.
Must possess and be able to maintain a valid Province of Ontario Class “D” license with “Z” endorsement and qualify for the City’s drivers’ permit and Provincial equipment operating permits.
Experience obtaining, understanding and explaining locates for buried infrastructure including high pressure gas mains and hydro.
Experience as a designated "spotter" on a job site to safely guide a backhoe and other/or equipment.


Must Also Have:
Experience working with specialized construction tools and equipment (i.e. tapping machine, wheel cutters, snap cutters, pneumatic circular saw, bold and gland packs, tapping valves and sleeves, anchor tee, etc.)
Ability to provide work direction.
Ability to analyze and resolve problems and conflicting situations.
Ability to communicate courteously with the public.
Ability to communicate effectively, both orally and in writing.
Ability to work effectively in a team environment.
Ability to read field and utility drawings.
Ability to operate and knowledge of various computer applications, including a Work Management System.
Extensive knowledge of water and wastewater policies, procedures, practices and regulations relating to the above work, in particular knowledge of TSSA regulations on excavations around high pressure gas mains and hydro, MTO legislation (Book 7) to safely set up/take down traffic control for excavations on main roads or intersections (high traffic areas) and MOE legislation to categorize a water main break respecting contamination factors and disinfection procedure required.
Training in confined space entry, safe excavation and shoring practices, trenching and other Health and Safety procedures and regulations applicable to the above work, including a valid certificate for "Working at Heights" legislation.
Must be competent and able to respond as the ‘supervisor’ on site as defined by the O.H.S.A. and knowledge of potential hazards on a job site and how to control or eliminate them.
Ability to operate various equipment/vehicles related to the work above. Ability to load and unload vehicles utilizing various motorized equipment.
Ability to maintain vehicles and equipment in a clean, tidy and safe condition.
Must be able to work shifts/weekends and standby.
Ability to work overtime and call-ins as required.
Ability to report to various work sites.
Must be physically capable of working in trenches, excavations and maintenance holes and performing required duties in all weather conditions
