Job Description
Budget Management is responsible for planning and monitoring the agency budget, processing payments for vendors and employee reimbursements, and monitoring financial performance by forecasting and reporting. The Director manages the unit.
Under direction of the Chief Financial Management Officer, with wide latitude for independent initiative, judgment, and decision, the Director shall:
Provide strategic oversight of agencywide budget operations
Participate in the formulation, recommendation, and implementation of policies and procedures pertaining to budget, personnel actions, and reporting
Direct and manage PS and OTPS budgets across City, State, Federal, Capital, and grant funding sources
Oversee budget planning, monitoring, and variance analysis to ensure alignment with financial goals and compliance requirements
Lead and supervise a team of 12 staff, including hiring, training, performance evaluations, and workload management
Manage Accounts Payable operations to ensure timely, accurate, and compliant payment processing
Ensure compliance with agency fiscal policies, contract terms, Comptroller directives, and Procurement Policy Board rules
Oversee and enhance internal OTPS tracking systems to improve financial management and reporting capabilities
Conduct audits, quality assurance reviews, and workflow assessments; implement process improvements and standard operating procedures
Collaborate with budget managers, Operations Analysis, Analytics and Data Science, Revenue Planning and Compliance, and Procurement teams to coordinate financial activities and policy implementation
Analyze complex financial data using quantitative and cost analysis techniques; develop reports, dashboards, and recommendations to support executive decision-making
Represent DOB with oversight agencies, primarily the Office of the New York City Comptroller and Office of Management and Budget (OMB)
NOTE ON MINIMUM QUALIFICATION REQUIREMENTS
Only candidates with the following will be considered:
1. A baccalaureate degree from an accredited college or university and six years of satisfactory full-time professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or fiscal management, at least two years of which must have been in an executive, managerial, or supervisory capacity; or
2. Education and/or experience equivalent to “1” above. However, all candidates must have at least 2 years of experience in a supervisory, managerial, or executive capacity as described in “1” above.
Only permanent Administrative Staff Analysts, applicants who are reachable on the Administrative Staff Analyst open competitive list, and applicants as indicated below will be considered.
Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.
REMOTE WORK
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.
