Job Summary:
Collects and analyzes Benefits data. Interprets various laws and determines appropriate action for compliance. Designates and/or denies Family Medical Leave Act (FMLA) leave. Coordinates family medical leave with short-term disability claims and workers' compensation claims. Extends Consolidated Omnibus Budget Reconciliation Act (COBRA) rights to terminating employees and/or insured according to federal guidelines; work is performed in compliance with federal deadlines to avoid fines and penalties.
Job Duties:
Provides information and interpretation of policies regarding Cherokee Nation benefits. Assists with inservice training. Participates in special projects, as assigned. Performs all billing functions inclusive of accounts receivable, accounts payable, and audit work papers for all coverage lines and voluntary products. Interprets various laws and determines appropriate action for compliance. Designates and/or denies FMLA leave. Coordinates family medical leave with short-term disability claims and workers' compensation claims. Extends COBRA rights to terminating employees and/or insured according to federal guidelines; work is performed in compliance with federal deadlines to avoid fines and penalties. Enrolls employees in insurance coverage and ensures employees meet eligibility rules throughout employment. Posts results to database and coordinates coverage through the third party administrator. Performs year-end audit on all coverage lines and provides audit papers to administration. Maintains schedules on all claims, policy, and premium statistics and provides statistical analysis upon request. Distributes information on and explains benefits programs such as retirement, pension, health, life, disability, and workers' compensation plans to employees and dependents. Reviews reports from plan providers to verify accuracy and resolve differences. Enters benefits-related data into computerized human resources information system (HRIS). Sends enrollment information and payment to benefit plan providers and other plan administrators. Produces reports of benefit enrollment, benefit deductions, and plan participation. Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES

No supervisory responsibility.


Qualifications:
EDUCATIONAL REQUIREMENT
Bachelor's degree from 4-year college or university in Human Resources Management, Business Administration, Public Administration or other business related field; or six years related experience; or equivalent combination of education or experience.

EXPERIENCE REQUIREMENT
An additional two years experience is required.

COMPUTER SKILLS
An individual should have knowledge of Database software; Human Resource systems; Internet software; Spreadsheet software and Word Processing software.

CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating.

OTHER SKILLS AND ABILITIES
Knowledge of principles and practices of benefits administration. Effective oral and written communications skills. Excellent interpersonal skills. Ability to organize and prioritize work. Ability to multi-task.

Employee must not and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG’s Cumulative Sanction Report, or the GSA’s List of Excluded Providers, or listed on the OIG’s List of Excluded Individuals/Entities (LEIE).


PHYSICAL DEMANDS

While performing the duties of this Job, the employee is regularly required to use hands to finger, handle, or feel and talk or hear. The employee is frequently required to sit and reach with hands and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
