We are a dynamic community-based health centre promoting social justice and health equity in the Regent Park neighbourhood and Downtown East area of Toronto. We operate out of several locations and provide a wide variety of services including: primary health care, chiropody, physiotherapy, health promotion, social work, community health, immigrant and refugee services, harm reduction and homeless programs, Pathways to Education, infant and child development programs, parenting programs, and youth services.

Position Summary:

The Harm Reduction Manager is responsible for providing coordination and supervision of the work of the Harm Reduction and Outreach Teams, and the Shower and Laundry services under the Primary Health Care Services group. The Manager ensures that the work of the team is supported and is responsible for coordinating budgets, funding and advocacy work for the team.

The Manager works from a harm reduction, trauma informed lens with a focus on the social determinants of health.

This is a Permanent Full-Time Position, 35 hours per week

Responsibilities Include:
Manage and coordinate the Harm Reduction Program and outreach services including Shower and Laundry services, Harm Reduction, COAST, and iPhare
Perform ongoing assessment of community needs related to program areas to ensure long and short-term planning and efficient, effective day-to-day operations
Encourage and facilitate systemic advocacy work within the team and with other staff at the Health Centre;
Monitor expenditures and budgets of the Harm Reduction and Outreach Teams in cooperation with the Director;
Work with staff to ensure evaluation of the programs, productivity measures and procedures, and to identify opportunities for improvement;
Work cooperatively with external agencies, groups and service providers as necessary to ensure high quality programs that meet the needs of the community;
Manage program staff, including recruitment, hiring, onboarding, and scheduling according to organizational policies and HR practice.
Coordinate funding applications and reporting as needed
Assist in the development/implementation of policies and procedures for all operational areas of the program
Participate in networks and partnerships with agencies and community groups and serve as liaison between the program and external agencies;
Qualifications and Skills required:
Degree in health administration or human services from a recognized university or combination of post-secondary diploma and related experience.
Three to five (3-5) years community program delivery and supervisory experience with progressive responsibility in community setting; preferably in a health setting.
Proven experience engaging in street outreach and low threshold models of engagement and support.
Knowledge of and demonstrated ability to apply harm reduction and trauma informed principles and practices.
Extensive knowledge of overdose prevention and response strategies.
Excellent understanding of impacts of systemic oppression on marginalized individuals and communities.
Demonstrated understanding and experience working in community development.
Extensive experience in conflict resolution and crisis intervention
Experience in program development, implementation, monitoring and evaluation.
Experience in managing budgets and finances
Knowledge and experience working on health promotion strategies/community development, health education, public policy and determinants of health
An understanding of program planning, implementation and evaluation;
Understanding of Anti-oppression principles and ability to work effectively with people of various cultural, age and economic backgrounds
Knowledge of the Regent Park area and issues affecting the community
Support for the mission and values of RPCHC
Must be fully vaccinated for the protection of clients and staff
